All’alba dei lavori parlamentari sulla riforma portuale, il Ministero delle Infrastrutture e dei Trasporti ha deciso di istituire un gruppo di lavoro “a supporto delle attività di attuazione della riforma della governance portuale”. Nel decreto firmato dal Direttore generale per i porti, la logistica e l’intermodalità, Donato Liguori, si legge che la “riforma prevede un nuovo modello di governance incentrato sulla costituzione della società Porti d’Italia S.p.A. e su una complessa riallocazione delle competenze strategiche e infrastrutturali e delle risorse finanziarie” e che pertanto è stata “ravvisata la necessità di istituire, presso la Direzione Generale per i porti, la logistica e l’intermodalità, un Gruppo di lavoro incaricato di svolgere attività di studio, ricognizione e predisposizione degli atti attuativi propedeutici alla transizione al nuovo assetto istituzionale”. Tale gruppo dovrà “supportare l’iter parlamentare dello schema di disegno di legge” e “svolgere in generale attività consultiva in materia di riforma della governance portuale, predisponendo pareri e proposte, su richiesta del Direttore Generale per i porti, la logistica e l’intermodalità”. A far discutere (gli assenti) saranno i nomi dei partecipanti, dal momento che alcuni di essi svolgono incarichi in associazioni di categoria interessate dalla normativa e altri hanno legami consulenziali con esse. Il progetto di riqualificare e realizzare la spiaggia di Caterina a Marina di Cassano, con l’obiettivo di realizzare un nuovo porto turistico per yacht e per l’approdo di aliscafi, è stato bocciato dal sindaco Antonino Coppola. Il primo cittadino del Comune di Sant’Agnello, terrà d’origine del primo armatore al mondo Gianluigi Aponte, ha scelto di dire no al project financing proposto da Navigazione Libera del Golfo, compagnia di navigazione controllata e gestita proprio dalla famiglia Aponte. La proposta prevedeva un project financing, quindi un investimento privato, da circa 45 milioni di euro e 40 anni di concessione per unificare le marine di Piano di Sorrento e Sant’Agnello con un aumento del 15% dei posti barca e la creazione di un molo per grandi yacht. Con un post su Facebook il sindaco ha spiegato le motivazioni del diniego scrivendo: “Nei giorni scorsi abbiamo comunicato alla Società Navigazione Libera del Golfo (Nlg) che il progetto di riqualificazione per il borgo di Cassano (Piano di Sorrento – Sant’Agnello), con la costruzione di un porto turistico, nella veste proposta non risulta accoglibile”. Lamentando “attacchi e pressioni a mezzo stampa, concomitanti alla lettera-ultimatum inviataci”, Coppola aggiunge: “Siamo abituati al confronto vero con tutti ma non accettiamo, pur comprendendo le ragioni, pressioni, toni e linguaggi poco consoni. È utile stabilire alcuni punti fermi, lontani dalle semplificazioni comunicative, dai giudizi sommari, dalle conclusioni affrettate e soprattutto dall’accettazione acritica ed incondizionata”. Nel merito della decisione presa, il sindaco definisce il progetto “estremamente impattante per la realizzazione di importanti opere a terra e a mare. Tre nuovi pontili e nuovi stabilimenti con un cronoprogramma lavori di 48 mesi, poco realistico vista i tempi medi previsti per le complesse procedure autorizzative a vari livelli, soprattutto sovracomunali. Il piano economico-finanziario – si legge ancora nel post – prevede che i ricavi annui, tarati sulla durata della concessione, derivino dalla locazione dei posti barca esistenti e da quelli di nuova realizzazione (390 in tutto), dalla locazione degli spazi commerciali e degli spazi destinati ad attività ricreative e di ristorazione. Breve inciso: gli affitti annuali previsti per tali locazioni sono, necessariamente, di gran lunga superiori agli attuali, con conseguenze sulle tariffe applicate, palesemente in controtendenza rispetto a quanto si è cercato di fare finora”. Il Comune non è convinto dalle soluzioni proposte per la ricollocazione di stabilimenti balneari e dalla riconfigurazione della spiaggia esistente. “Abbiamo l’obbligo di pensare a chi lavora con il mare, a tutti i diportisti, a chi ha una barca di 30 metri, chi di 15 metri o di 5 metri, ma anche a chi una barca non ce l’ha e chiede di fruire di un bene pubblico a prezzi accessibili o anche gratuitamente” aggiunge ancora il sindaco. “La trasformazione della marina e del borgo in un porto turistico rischia di stravolgere l’identità dei luoghi”. Navigazione Libera del Golfo (anch’essa via social) ha replicato prendendo atto di quanto annunciato dal sindaco dicendo: “Accettiamo tutto e, infatti, abbiamo ritirato la documentazione immediatamente, che era frutto di quasi 2 anni di lavoro e con relativi costi a nostro carico. Duole leggere che, a suo dire, ci sia stato un confronto con noi nel merito, dopo la data di deposito amministrativo ufficiale (22/9/2025), previsto a norma di legge. Spiace dire che ciò non è vero, nonostante innumerevoli richieste fatte in tal senso, il confronto non è mai avvenuto, solo ora, indirettamente, sui social”. La compagnia di Navigazione guidata da Maurizio Aponte desidera però chiarire alcuni temi: “La spiaggia di Caterina sarebbe stata libera, con più spazio (2.840 mq contro 1.630 mq di oggi), così come i posti barca dedicati ai residenti (105 contro 103), a tariffe ridotte come è oggi. Il nostro scopo era di migliorare tutti i servizi per i cittadini, rientrare dell’investimento al più presto e lasciare quanto prima alle comunità la proprietà di tutto. Che ci si dica che si voleva ‘sfruttare’ il suolo pubblico, ci addolora, l’intento era esattamente l’opposto”. Secondo la società proponente “l’opposizione è solo ideologica, tale sviluppo da parte di un privato è inconcepibile, a prescindere dalla proposta. Così come è stato argomentato, ci pare solo demagogia gratuita per giustificare un, comunque, legittimo diniego. Per noi il capitolo è chiuso e non torneremo più sul tema”. Glenfarne and ConocoPhillips have signed a 30-year gas sales precedent agreement to supply natural gas produced on Alaska’s North Slope for Phase One of theAlaska LNGproject. This development has now secured precedent agreements for enough volumes to support a Phase One final investment decision and supply enough natural gas to meet Alaska’s energy needs. The Alaska LNG project isbeing developedin two financially independent phases to accelerate project execution. While Phase One consists of the 739-mile, 42-inch pipeline to transport natural gas to Alaska consumers to strengthen long-term energy security and address looming supply shortfalls resulting from declining Cook Inlet production, Phase Two will add the LNG export facilities in Nikiski. America’s integrated gas and liquefied natural gas (LNG) company Caturus, controlled by the energy-focused alternative investment manager Kimmeridge, has unveiled a final investment decision (FID) for its LNG export project under development in Louisiana, United States. Caturus has made a positive final investment decision for its $13-billionCommonwealth LNGproject that includes the closing of $9.75 billion in project financing for construction of the 9.5 million tonnes per annum (mtpa) LNG export facility in Cameron Parish, Louisiana. Ben Dell, Managing Partner of Kimmeridge and Chairman of Commonwealth LNG, commented:“This landmark occasion, in parallel with continued growth of Caturus’ upstream platform, is the culmination of years of strategic planning, strong partnerships and commitment to delivering a fully integrated ‘wellhead-to-water’ project.” The FID is said to mark the start of full construction, advancing what is considered to be one of the most cost‑competitive and efficient LNG projects in the United States, according to the developer, which underlines that the transaction garnered strong interest from both equity and debt investors, resulting in total commitments of $21.25 billion. The company underlines that long‑term offtake agreements have been secured with a diversified group of global energy and industrial counter-parties, includingEQT,Glencore,Mercuria,Petronas, andAramco Trading. Phase 1 development is anticipated to generate more than $3 billion in annual export revenue when operations start in 2030. Mubadala Energy, which already holds a 24.1% stake in the Caturus platform that entails Commonwealth LNG and upstream operations, is also an equity participant in the project’s financing. Mansoor Mohamed Al Hamed, Managing Director and Chief Executive Officer of Mubadala Energy, underscored:“This FID announcement is a major milestone for Commonwealth LNG and is a critical step in realizing its strategy for a fully integrated ‘wellhead-to-water’ operation. “For Mubadala Energy, we have been delighted to play an active role in helping achieve this vision while building further momentum to our international growth strategy. The investment adds to our existing global gas-weighted portfolio and expands our exposure across the full gas value chain – an important driver of our longstanding growth plans.” Canada Pension Plan Investment Board (CPP Investments) will contribute $1.2 billion in financing to increase its total stake in the Caturus platform to 31%, including previous investments. In addition, major financial partners in the project encompass EOC Partners, funds and accounts managed by BlackRock, and an Ares Infrastructure Opportunities fund. An underwater data center (UDC) connected directly to an offshore wind farm has been put into operation off the coast of China’s Lingang Special Area of China (Shanghai) Pilot Free Trade Zone,Chinese media reports. The project, said to be the world’s first of this kind, wasofficially launched in June 2025with the signing of a cooperation agreement between the administrative committee of the Lingang Special Area of China (Shanghai) Pilot Free Trade Zone, Shanghai Lingang Special Area Investment Holding Group, and HiCloud Technology. According to information from June 2025, the project is being developed in two phases. The first phase is set up as a demonstration facility with a capacity of 2.3 MW, which is scaled up to 24 MW through the project’s second phase. In October 2025,the Chinese government announcedthat the construction of“the world’s first wind-powered underwater data center (UDC) project”was completed, with the project providing“a demonstration for the green and low-carbon development of computing infrastructure and for the local consumption of offshore wind power.” In February this year,Lingang Special Area saidthe CNY 1.6 billion (approximately $228 million) UDC with a total capacity of 24 MW was launched. The data center is located 10 meters under water, between the first and second phases of Lin-gang’s offshore wind farm, with the UDC modules positioned adjacent to offshore wind turbines, using seawater for natural cooling and electricity supplied directly by the wind farm. According to the project developers, the system reduces electricity consumption by 22.8%, eliminates water use, and cuts land use by more than 90%. The Netherlands-based exploration and production player ONE-Dyas and Italy’s energy giant Eni are expected to undertake more offshore drilling activities in the Dutch sector of the North Seabefore the year ends. Tenaz Energy, which holds 33.3% working interest in theN05-Apool, part of the so-calledGateway to the Ems (GEMS)area, explained that production from the N05-A-01 well continued during the first quarter of 2026 at a stable gross production rate of 74 million cubic feet per day (cf/d), while the operator, ONE-Dyas, finished drilling the first development well, N05-A-03, and begun production in Q2 2026 at a stabilized production rate of 40 million cf/d. The company confirmed the start of gas production from the second production well on theN05-A platformin April 2026. While the first production well produced approximately 700 million cubic meters of natural gas per year, the commissioning of the second production well increased annual gas production to around 1 billion cubic meters per year, as a further step toward fully utilizing the platform’s production capacity of 2 billion cubic meters per year. This corresponds to 7% of the Netherlands’ and 2.5% of Germany’s gas demand. Given current drilling activities, the firm expects maximum production to be reached in the fourth quarter, before the onset of winter. The wider cross-border GEMS area, in which N05-A is located, has an estimated potential of about 50 billion cubic meters of natural gas, originating from several smaller fields that collectively contribute to a stable energy supply for both countries. Chris de Ruyter van Steveninck, CEO of ONE-Dyas, commented:“By increasing production from N05-A, we are boosting the supply of locally produced natural gas with minimal emissions. This is precisely the aim of the Dutch small-field policy: to meet existing demand as much as possible with domestic natural gas. It is responsible, reliable, and serves as an important pillar for the energy transition.” ONE-Dyas points out that the commissioning of the second well signals the shift from start-up to a phase of scaling up production, with additional gas resulting in less dependence on imported gas, a reliable contribution to the energy supply during the energy transition, use of existing North Sea infrastructure, all within current environmental and safety standards. The N05-A platform is said to produce natural gas with virtually zero CO2 emissions, as it operates entirely on electricity from the nearbyRiffgatoffshore wind farm. Tenaz disclosed that drilling also commenced on the next development well, N05-A-02, during Q1 2026. Following completion of the well, the company expects ONE-Dyas to drill an extension well and an exploratory well from the platform during the second half of 2026. The company elaborates that the L10 facility is being prepared to connect the well. The drilling rig has been moved to another area in which Tenaz does not have an interest. Eidesvik Offshore’s platform supply vessel (PSV) Viking Energy has entered the dock at Halsnøy Dokk to start conversion to ammonia-powered operations. The conversion is planned to be completed in autumn, when the 95-meter-long vessel will continue operating for Equinor,with whom it has been on continuous contract since delivery in 2003. Work to be carried out includes prefabrication of steel and piping systems, major structural modifications, installation and integration of a new ammonia dual-fuel engine, ammonia tank and fuel systems, and technical upgrades. Wärtsilä Marine will deliver its 25 dual-fuel engine capable of operating on ammonia and marine gas oil, while Breeze Ship Design is responsible for ship design and engineering. The design package also received apreliminary assessment from the Norwegian Maritime Authority. The conversion is said to have the potential to reduce greenhouse gas emissions by 70% or more. ADES has won a contract extension for theShelf Drilling Winnerrig withTenaz Energyin the Netherlands, allowing the jack-up to continue carrying out operations in the Dutch North Sea. The rig owner explains that this converts the initial one-year firm term into a three-year firm term, while maintaining the same optional terms. The deal, which began in mid-November 2025, was originally awarded a one-year firm plus two one-year optional extension periods. Following the extension, the contract now provides for a three-year firm commitment, while preserving Tenaz’s two additional one-year options. The total potential contract value, including the new firm term and both optional extension periods, is approximately SAR 832.24 million (around $221.93 million). As a result, this extension increases ADES’ firm backlog and further enhances revenue visibility for the rig, while supporting its continued utilization in the Dutch North Sea. Tenaz recently explained that three drilling rigs were active in the Netherlands during the first quarter of 2026, when the K07-FB-103 well was completed, enabling it to be brought online. The Shelf Drilling Winner rig moved to theK17 platformand commenced drilling the firm’s second operated well in the European country, K17-FA-103 (60% working interest). These drilling operations continued into the second quarter, with the well expected to reach a targeted measured depth of approximately 5,500 meters. The company plans to fracture stimulate this well, which will add to the completion timeline, while it mobilizes a stimulation vessel, with an onstream date expected in Q4 2026. Following the K17-FA-103, Tenaz intends to drill an additional horizontal, stimulated K17 well, and then to continue drilling operations elsewhere on its operated licenses, which is the reason why it handed out the two-year contract extension to ADES for the rig. In addition, the oil and gas operator secured theTriton-10jack-up barge under a multi-year contract to effect a more versatile workover and completion program beginning in Q3 2026. Boskalis will invest in a new high-capacity cable-laying vessel (CLV) targeting the offshore wind and interconnector markets, the company said on May 18. According to the company, the vessel is designed to support growing demand for long-distance cable installation, particularly for high-voltage direct current (HVDC) cables, driven by the electrification of energy demand and grid expansion. The newbuild CLV will feature two 12,000-ton cable carousels, including a concentric carousel, giving the vessel a total cable carrying capacity of 24,000 tons. Boskalis said the design will enable the installation of longer continuous cable sections, reducing the need for offshore joints. “Cross-border interconnectors and offshore wind transmission systems increasingly require long-distance cable solutions, which this vessel can deliver”,the company said in a press release. The vessel is scheduled to enter service in 2029. Boskalis currently operates three CLVs, a trenching support vessel and a portfolio of trenching equipment. The company recently expanded its fleet with a new subsea rock installation (SRI) vessel, described by the company as the largest in the industry, which arrived in the Netherlands in April for final outfitting and commissioning ahead of its first assignment later this year. Nexans Electrawas ordered as the second vessel by Nexans at Norway’s Ulstein Verft and is an updated version of sister vesselNexans Aurora, delivered in 2021. The 155.2-meter-long and 31-meter-wide vessel is based on the ST-297 CLV design by Skipsteknisk and is equipped with three turntables boasting a 13,500-ton loading capacity. It will be capable of bundle laying of up to four cables simultaneously. Ulstein Verft was responsible for the turnkey delivery of the vessel, including outfitting and finalization at its yard in Ulsteinvik. La compagnia amalfitana ha preso parte ai lotti 1 e 2 della procedura, relativi alle linee ‘rossa’ e ‘verde’ C’è solo Travelmar – operatore attivo con traghetti veloci sulla Costiera Amalfitana – in gara per aggiudicarsi i collegamenti di servizio pubblico via mare estivi della Regione Campania relativi alle linee ‘rossa’ e ‘verde’ verso il Cilento. La compagnia è risultata infatti l’unica a essersi fatta avanti nella gara in due lotti – dal valore complessivo di 2,85 milioni di euro – che l’ente aveva avviato a marzo, con lo scopo di coprire il servizio per gli anni 2026 – 2027 – 2028. Al termine della verifica della documentazione amministrativa (con la richiesta di alcune integrazioni), l’offerta di Travelmar sarà ora valutata sotto il profilo tecnico-economico. Con la procedura la Regione Campania mira nello specifico a coprire le linee di servizio pubblico rimaste ‘scoperte’ nella gara analoga che aveva avviato lo scorso anno, e che aveva portato alla aggiudicazione – per gli anni 2025-2028 – delle cosiddette linee A1 (tra Salerno e Positano via Agropoli, San Marco e Amalfi) e A2 (tra Salerno e Acciaroli via Agropoli e San Marco) ad Alicost, e della linea Flegrea, relativa cioè ai collegamenti tra Pozzuoli e Torregaveta, Capitan Morgan. Precisamente, secondo la documentazione di gara, la linea cilentana rossa collegherà Agropoli a Sapri con passaggio per i porti di San Marco, appunto Montecorice, Acciaroli, Casalvelino, Pisciotta, Palinuro e Marina di Camerota, tramite una coppia di corse al giorno (andata e ritorno), con frequenza giornaliera e periodicità da luglio a settembre. La linea verde unirà invece Sapri ad Agropoli con passaggio per i porti di Marina di Camerota, Palinuro, Pisciotta, Casalvelino, Acciaroli, Montecorice e San Marco, tramite una coppia di corse al giorno, pure con frequenza giornaliera e periodicità da luglio a settembre. Giunto a scadenza, il servizio di manovra ferroviaria nel porto di Livorno, riaffidato cinque anni fa a Mercitalia Shunting & Terminal, continuerà per i prossimi 12 mesi ad essere gestito da questa società. Lo ha stabilito l’Autorità di sistema portuale toscana, in considerazione dell’impossibilità temporale di assolvere ai recenti obblighi imposti dalla delibera con cui l’Autorità di regolazione dei trasporti è intervenuta a dicembre scorso in materia di regolazione delle concessioni portuali. Tra essi “la redazione della Relazione di Affidamento (RdA) e la predisposizione del Prospetto Informativo della Rete Portuale (Pirp): tali sopravvenienze regolatorie impongono all’Autorità di Sistema Portuale una complessa attività ricognitiva e di interlocuzione con Art (con un termine previsto di 60 giorni per le osservazioni sulla RdA), che rende oggettivamente impossibile l’espletamento di una nuova procedura di gara ad evidenza pubblica prima della naturale scadenza del rapporto in essere”. Da qui, anche a valle della “Assemblea Comprensoriale ReCoMaF per il comprensorio Livorno Calambrone – Livorno Darsena, durante la quale i soggetti intervenuti hanno convenuto sull’inevitabilità del differimento procedurale del termine di indizione della nuova gara e della prosecuzione della concessione con l’attuale Gestore Unico, ritenendo congruo un periodo complessivo sino ad un anno (alle medesime condizioni tecnico-economiche) e comunque sino all’individuazione e al subentro del nuovo concessionario”, la decisione di prorogare il contratto con Mercitalia, resasi disponibile. Se la gara sarà aggiudicata prima di 12 mesi, l’aggiudicatario subentrerà immediatamente. Nel frattempo le tariffe applicate all’utenza e i canoni di concessione rimarranno invariati.
