Com a decisão, o aporte público fica devidamente protegido para uso específico nas obras de infraestrutura portuária”, afirmou o presidente da APS, Anderson Pomini. O processo de integralização dos recursos cumpre diretrizes de rastreabilidade e segregação patrimonial exigidas pelos órgãos de controle competentes nacionais. A estrutura de governança financeira foi estabelecida para viabilizar o aporte federal previsto no âmbito da concessão patrocinada do túnel. Segundo o documento oficial, os fundos permanecerão vinculados à APS, mas com indisponibilidade operacional para quaisquer finalidades diversas. Por Redação PortalPortuario @PortalPortuario O presidente da Autoridade Portuária de Santos (APS), Anderson Pomini, propôs e aprovou a criação de uma comissão técnica para buscar um consenso sobre as melhores opções de traçado dos acessos ao túnel Santos-Guarujá na margem esquerda do Porto de Santos, em Vicente de Carvalho. A iniciativa foi aprovada na primeira reunião para tratar dos acessos, que foi realizada no escritório da APS em São Paulo. A Comissão, eminentemente técnica, reunirá representantes da Prefeitura de Guarujá, da empresa Mota-Engil (construtora responsável pelo túnel), de terminais das duas margens, Capitania dos Portos, Aeronáutica, da própria APS e de outros setores ligados ao tema. A busca pelos traçados mais eficientes para Guarujá e para o Porto, e com menor impacto à população, vai avaliar todas as opções, considerando inúmeros aspectos, como as obras da segunda fase da Avenida Perimetral da Margem Esquerda, a entrada em operação para voos comerciais do Aeroporto Metropolitano de Guarujá, entre outros. A reunião foi marcada pela APS em atenção à Prefeitura de Guarujá, que enviou dois representantes: a secretária de Planejamento, Daniela Mariane, e o assessor do prefeito Farid Madi, Mauro Scazufca. Pela APS, participaram também o diretor de Infraestrutura, Orlando Razões, superintendentes, gerentes, assessores e técnicos. O presidente Pomini deixou claro que todas as opções serão avaliadas pela Comissão Técnica e reafirmou o compromisso de tornar o túnel Santos-Guarujá uma obra que vai potencializar o crescimento econômico e a geração de empregos em Guarujá e em Santos. “Por isso a importância da busca dos melhores acessos neste momento histórico para o futuro da região e do País”, concluiu.

A reivindicação visa incluir trecho da Avenida Santos-Dumont na Poligonal, de modo que o Porto de Santos possa aportar recursos federais nas melhorias dos acessos, beneficiando a população de Guarujá e também evitando desapropriações em excesso, problema levantado por moradores ao prefeito Farid Madi. Da reunião participarão técnicos da Prefeitura de Guarujá e da APS. O objetivo é definir um traçado que interligue o túnel com as vias expressas já existentes e facilite também o escoamento de veículos em direção à Rodovia Cônego Domênico Rangoni, a Piaçaguera-Guarujá. “Em respeito ao pedido do prefeito vamos promover a reunião, uma vez que o túnel precisa estar alinhado com a nossa meta de relação Porto-Cidades”, disse o presidente Anderson Pomini, lembrando ainda que para poder aportar recursos nestas obras precisa incluir os trechos a serem beneficiados na Poligonal do Porto Organizado.

Brazil’s National Agency of Petroleum, Natural Gas and Biofuels (ANP) has disclosed the go-ahead for the production individualization agreements (AIPs) for shared reservoirs in the pre-salt layer of the Santos Basin. Brazilian state-owned energy giant Petrobras was notified by the National Agency of Petroleum, Natural Gas and Biofuels on April 30, 2026, regarding the approval of the production individualization agreements for theBerbigão shared reservoir in Zone BVE-ITP/RJS-656 (Sururu) and the Zone BVE-ITD/RJS-697 of Berbigão in the Santos Basin. The Sururu and Berbigão shared reservoirs encompass concession contractBM-S-11A, operated by Petrobras (42.5%), in partnership with Shell (25%), TotalEnergies (22.5%), and Petrogal (10%), alongside the transfer of rights contract, operated by Petrobras, which holds a 100% interest. The AIP effective date is May 1, 2026. The agreement sets forth the interests of each party and the rules governing the joint execution of oil and natural gas development and production operations in the shared reservoir. Both of these fields have been producing since 2019 through theFPSO P-68, with a capacity of 150,000 barrels of oil per day. An AIP is executed in situations when reservoirs extend beyond the areas covered by concessions or contracts, in accordance with ANP regulations. As a result of the process of individualizing production from the reservoirs, the financial settlement between the expenses incurred and the revenues related to volumes produced up to the effective date of the AIP will be subject to negotiation between the companies. Petrobras is working on expanding its oil and gas production arsenal, as illustrated by thestart-upof the eighth floating production storage and offloading (FPSO) vessel at theBúzios fieldearlier than planned. Brazilian state-owned oil & gas giant Petrobras has commenced production from the eighth floating production storage and offloading (FPSO) vessel at the Búzios field offshore Brazil earlier than planned. Located in the pre-salt layer of the Santos Basin, the P-79 platform began production on May 1, ahead of the date scheduled in Business Plan 2026–2030 (BP 26–30). The unit has a capacity of 180 thousand barrels of oil per day and 7.2 million cubic meters of gas compression per day. This eighth platform in the Búzios field will increase the field’s total installed production capacity to approximately 1.33 million barrels of oil per day. P-79, whicharrived in Brazil in Februaryfrom South Korea with commissioning and operations teams on board, is part of the Búzios 8 production development project, which includes 14 wells, comprising eight producers and six injectors. Discovered in 2010, the Búzios field is located 180 kilometers offshore Rio de Janeiro, in ultra-deep waters at depths of over 2,000 meters. It is currently operated with FPSOs P-74, P-75, P-76, P-77, Almirante Barroso, Almirante Tamandaré and P-78,which was started up in December 2025. P-80, P-82 and P-83 are under construction, and Búzios 12 is under bidding. In total, the field will house 12 FPSOs. The project will allow gas to be exported to the mainland via connection to the Rota 3 pipeline, with the potential to expand the gas supply in Brazil by up to 3 million cubic meters per day. The Búzios field surpassed themilestone of 1 million barrels of oil produced per dayin October 2025, becoming Petrobras’s largest-producing ultra-deepwater field. The consortium behind the field comprises Petrobras as the operator, and Chinese partner companies CNOOC and CNODC, and PPSA, responsible for managing the production sharing contracts (PSCs). As global exploration and production (E&P) players are facing a 40% output drop, Wood Mackenzie, an energy intelligence group, has pointed out that oil and gas companies are increasing high-impact exploration investment to address a 300-billion-barrel supply gap and energy security priorities by 2050. The company’s research shows that the world’s 30 largest exploration and production companies are looking at production declines averaging nearly 40% between 2025 and 2040 as the upstream industry confronts the 300-billion-barrel oil gap by 2050, which is driving renewed investment in ultra-deepwater frontier exploration as countries seek supply diversification and strategic energy security. According to an analysis published by Wood Mackenzie, current on-stream fields will deliver only 700 billion barrels of the almost 1,000 billion barrels needed to meet cumulative liquids demand through 2050 under the firm’s base case without additional discoveries or field extensions. As a result, companies need to look beyond near-term volatility and shape resource capture strategies to fill the gap in volumes. With this in mind, WoodMac underlines that exploration, which has an important role to play, has a good economic track record, as the sector created $120 billion in value between 2021 and 2025 at $85 per barrel Brent, or $54 billion at $65 per barrel Brent, after deducting $97 billion of exploration spend. “Resource security priorities are reshaping exploration strategy. Major oil companies are taking majority ownership positions in frontier prospects to secure advantaged resources that can displace higher-cost production,”emphasized Wood Mackenzie, adding that BP holds 100% equity in itsBumerangueoil, gas, and condensate discovery in Brazil, announced in August 2025. The energy intelligence group elaborates that the development of Bumerangue is valued at $5.7 billion, lifting exploration industry value creation in 2025 to over $10 billion. The company underscores that seven major oil companies plus national oil companies, including Petrobras, Petronas, and Türkiye’s TPAO, possess the technical capability and risk appetite required for ultra-deepwater operations at depths exceeding 1,500 meters. In addition, independents such as Murphy, APA Corporation, and Woodside are increasingly operating in deepwater. While the industry spend averaged $19 billion annually across 633 exploration wells from 2021 to 2025, the 2025 figure of $16 billion across 388 wells is perceived to represent a temporary deviation. Wood Mackenzie’s research indicates that investment remained stable despite a near-doubling of rig day rates, which comprise a substantial part of well costs. Non-operating partners, including QatarEnergy, provided additional capital through joint ventures in Brazil, Namibia, Cyprus, and the Republic of Congo. Investment shift from low carbon toward upstream to continue in 2026 Andrew Latham, Senior Vice President, Energy Research, commented:“The first four big wells we tracked in 2026 came in dry – that’s the game, and players know the risks.When ultra-deepwater exploration works, single discoveries like Bumerangue generate many billions in value. Companies with deepwater expertise are taking concentrated equity positions because the economics work at US$65 Brent.” The firm underscores that ultra-deepwater drilling is concentrated in areas following recent high-value discoveries by ExxonMobil in Guyana; Eni in Côte D’Ivoire, Indonesia, and Cyprus; BP in Brazil; and TPAO in the Black Sea. However, frontier explorers are widening the net to underexplored basins, including Brazil’s Foz do Amazonas and extensions of existing plays in Angola and Suriname. Wood Mackenzie identified 23 high-impact wells in 2026, which either have the potential to prove the viability of frontier basins or build upon the success of last year’s super-giant discoveries. While Petrobras’ Morpho-1 with 800 million barrels of oil equivalent potential has the chance to open up the Foz do Amazonas basin, the company claims that Equinor’s S-M-1378-1 in Brazil’s Santos Basin could prove the viability of pre-salt microbial carbonates beyond BP’s Bumerangue discovery.
